What is a pre-qualification (PQ) criterion in an IOCL tender?

PQ criteria are minimum experience, turnover and capability thresholds a bidder must meet before the price bid is considered. They are stated in the tender document.

What is an Integrity Pact?

An Integrity Pact is an agreement between the buyer and bidders to prevent corruption in the tender process. It is overseen by Independent External Monitors and is required in many larger PSU tenders.

Are MSEs exempt from bid security in IOCL tenders?

Udyam-registered Micro and Small Enterprises are generally exempt on eligible tenders under the Public Procurement Policy for MSEs, 2012.

Where can I see IOCL tender results?

Award and evaluation details are published against the tender number on the portal.

Can I bid on IOCL tenders outside my home state?

Usually yes, if you meet PQ criteria and the tender has no location restriction. Check the notice for local mobilisation expectations.

Can AI help me decide whether to bid on an IOCL tender?

Yes. Bidzen's AI Go/No-Go Decision weighs eligibility, capacity and past wins against the tender, with every input clause-cited.

Every tender Bidzen surfaces is pre-analyzed for eligibility, risk and go/no-go fit, cited back to the exact clause.

Not sure you meet an IOCL tender's pre-qualification criteria? Bidzen's AI Eligibility Check confirms in seconds, with every match cited to the exact clause.

How IOCL Tenders Work

IOCL tenders are issued by the unit that needs the work or material, so the portal listing mixes Marketing (terminals, depots, retail infrastructure), Refineries, Pipelines, Petrochemicals and R&D. Refinery locations include Panipat, Mathura, Koyali, Barauni, Haldia, Digboi, Guwahati, Bongaigaon and Paradip, so location matters for both mobilisation and eligibility. Larger tenders carry a pre-qualification (PQ) stage, and many include an Integrity Pact monitored by Independent External Monitors, in line with Central Vigilance Commission guidelines.

MSE (Udyam) Preference in IOCL Tenders

Under the Public Procurement Policy for MSEs, 2012, central public sector enterprises including IOCL are expected to source at least 25% of annual procurement from Micro and Small Enterprises, with sub-targets of 4% for SC/ST-owned and 3% for women-owned MSEs. Udyam-registered MSEs are generally exempt from bid security on eligible tenders. Upload the Udyam certificate with the technical bid.
