Q: Are Micro and Small Enterprises exempt from EMD on UP tenders?

State Guide

How Uttar Pradesh Tenders Work

eTender UP is the state's central e-tendering system, but PWD, Jal Nigam, UPPCL, and Nagar Nigams (municipal corporations) also publish tenders through it under their own department codes. Being India's most populous state, UP has an especially high tender volume across roads, water infrastructure, power distribution, and urban development — central tenders located in UP (CPWD, NHAI works) run through separate central portals, not eTender UP.

MSME (Udyam) Preference in Uttar Pradesh Tenders

Micro and Small Enterprises (MSEs) with valid Udyam registration are exempt from paying EMD on most UP government tenders under GFR Rule 170 and the Public Procurement Policy for MSEs, 2012. Departments must also source at least 25% of annual procurement from MSEs, with sub-targets of 4% for SC/ST-owned and 3% for women-owned enterprises. The Udyam certificate must be submitted with the technical bid.
