State Guide

How Odisha Tenders Work

Tenders Odisha is the state's central e-procurement portal, but the Works Department, RD, PHEO, and power distribution companies also publish tenders through it under their own department codes. Central tenders located in Odisha (CPWD, NHAI, mining-related PSU works) run through separate central or PSU-specific portals, not Tenders Odisha.

MSME (Udyam) Preference in Odisha Tenders

Micro and Small Enterprises (MSEs) with valid Udyam registration are exempt from paying EMD on most Odisha government tenders under GFR Rule 170 and the Public Procurement Policy for MSEs, 2012. Departments must also source at least 25% of annual procurement from MSEs, with sub-targets of 4% for SC/ST-owned and 3% for women-owned enterprises. The Udyam certificate must be submitted with the technical bid.
