Q: Are Micro and Small Enterprises exempt from EMD on Karnataka tenders?

Karnataka Government Tenders: KPPP Portal Search & Eligibility Guide

Karnataka government tenders are published on KPPP — the Karnataka Public Procurement Portal (eproc.karnataka.gov.in) — alongside department-specific listings from Karnataka PWD, KUWSDB (water/sanitation), and BESCOM/other discoms. Every tender Bidzen surfaces is pre-analyzed for eligibility, risk, and go/no-go fit — cited back to the exact clause it came from.

How Karnataka Tenders Work

KPPP is the state's central e-procurement portal, but PWD, KUWSDB, and the power distribution companies (BESCOM and others) also publish tenders through it under their own department codes. Central tenders located in Karnataka (CPWD, NHAI, and significant PSU/IT/aerospace-sector tenders centered on Bengaluru) run through separate central or PSU-specific portals, not KPPP.

MSME (Udyam) Preference in Karnataka Tenders

Micro and Small Enterprises (MSEs) with valid Udyam registration are exempt from paying EMD on most Karnataka government tenders under GFR Rule 170 and the Public Procurement Policy for MSEs, 2012. Departments must also source at least 25% of annual procurement from MSEs, with sub-targets of 4% for SC/ST-owned and 3% for women-owned enterprises. The Udyam certificate must be submitted with the technical bid.
