The Military Engineer Services (MES), under the Ministry of Defence, builds and maintains infrastructure for the Army, Navy, Air Force and other defence establishments, and publishes its works tenders through its e-procurement system. This guide covers how MES tenders are structured, who can bid, and how to avoid disqualification. Every tender Bidzen surfaces is pre-analyzed for eligibility, risk and go/no-go fit, cited back to the exact clause.
Search live MES tenders on Bidzen by command, zone or location, or browse the MES e-procurement portal directly. Every result comes pre-tagged with eligibility, risk and go/no-go status.
Not sure your enlistment class fits an MES tender? Bidzen's AI Eligibility Check confirms in seconds, with every match cited to the exact clause.
MES works are issued at several levels: Chief Engineers, Commander Works Engineers (CWE) and Garrison Engineers (GE), each responsible for a command, zone or station. Typical works include building construction, roads, water supply and sewerage, electrical and mechanical installations, and repair and maintenance of defence property. Because tenders are issued by location, the same contractor may see very different requirements across MES zones.
Under the Public Procurement Policy for MSEs, 2012, central government bodies including defence works organisations are expected to source at least 25% of annual procurement from Micro and Small Enterprises, with sub-targets of 4% for SC/ST-owned and 3% for women-owned MSEs. Udyam-registered MSEs are generally exempt from earnest money on eligible tenders. Upload the Udyam certificate with the technical bid.
