Do MES tenders require an enlistment class?

Yes. The tender states the minimum class, and bids from contractors below that class are generally rejected.

Are MSEs exempt from earnest money in MES tenders?

Udyam-registered Micro and Small Enterprises are generally exempt on eligible tenders under the Public Procurement Policy for MSEs, 2012.

Can I bid on MES tenders from another state?

Usually yes, if your enlistment covers the class and the tender has no location restriction. Check the notice, since some works expect local mobilisation.

Where are MES tender results published?

Evaluation and award details are published against the tender number on the issuing office's listing.

Do I need security clearance to work on MES projects?

Working inside defence premises can require verification and entry permits. The tender or the issuing office states the requirement.

Can AI help me decide whether to bid on an MES tender?

Yes. Bidzen's AI Go/No-Go Decision weighs eligibility, capacity and location against the tender, with every input clause-cited.

MES Tenders 2026: Military Engineer Services Bidding Guide

MES Tenders: Military Engineer Services Search, Enlistment & Bidding Guide

The Military Engineer Services (MES), under the Ministry of Defence, builds and maintains infrastructure for the Army, Navy, Air Force and other defence establishments, and publishes its works tenders through its e-procurement system. This guide covers how MES tenders are structured, who can bid, and how to avoid disqualification. Every tender Bidzen surfaces is pre-analyzed for eligibility, risk and go/no-go fit, cited back to the exact clause.

How MES Tenders Work

MES works are issued at several levels: Chief Engineers, Commander Works Engineers (CWE) and Garrison Engineers (GE), each responsible for a command, zone or station. Typical works include building construction, roads, water supply and sewerage, electrical and mechanical installations, and repair and maintenance of defence property. Because tenders are issued by location, the same contractor may see very different requirements across MES zones.

MSE (Udyam) Preference in MES Tenders

Under the Public Procurement Policy for MSEs, 2012, central government bodies including defence works organisations are expected to source at least 25% of annual procurement from Micro and Small Enterprises, with sub-targets of 4% for SC/ST-owned and 3% for women-owned MSEs. Udyam-registered MSEs are generally exempt from earnest money on eligible tenders. Upload the Udyam certificate with the technical bid.
