How Jammu & Kashmir Tenders Work

Note: Jammu & Kashmir has been a Union Territory since 2019, administered directly with its own procurement portal and department structure — this page uses "state tenders" as the common search phrase, reflecting how contractors actually search, while remaining accurate about its administrative status.

JKTenders is the Union Territory's central e-procurement portal, but PWD (R&B), PHE, and PDD also publish tenders through it under their own department codes. Central tenders located in J&K (CPWD, BRO/defence-related works) run through separate central portals, not JKTenders — a distinction worth making given the region's significant defence and border-infrastructure tender volume.

MSME (Udyam) Preference in Jammu & Kashmir Tenders

Micro and Small Enterprises (MSEs) with valid Udyam registration are exempt from paying EMD on most J&K government tenders under GFR Rule 170 and the Public Procurement Policy for MSEs, 2012. Departments must also source at least 25% of annual procurement from MSEs, with sub-targets of 4% for SC/ST-owned and 3% for women-owned enterprises. The Udyam certificate must be submitted with the technical bid.
