State Guide

How Goa Tenders Work

The Goa e-procurement portal is the state's central e-procurement system, but PWD, PHE, and the Electricity Department also publish tenders through it under their own department codes. Central tenders located in Goa (CPWD, port-authority, and tourism-infrastructure PSU works given Goa's coastline) run through separate central or PSU-specific portals, not the state e-procurement system.

MSME (Udyam) Preference in Goa Tenders

Micro and Small Enterprises (MSEs) with valid Udyam registration are exempt from paying EMD on most Goa government tenders under GFR Rule 170 and the Public Procurement Policy for MSEs, 2012. Departments must also source at least 25% of annual procurement from MSEs, with sub-targets of 4% for SC/ST-owned and 3% for women-owned enterprises. The Udyam certificate must be submitted with the technical bid.
