Most Coal India tenders are issued not by the parent company but by its producing subsidiaries: Central Coalfields (CCL), Eastern Coalfields (ECL), Western Coalfields (WCL), South Eastern Coalfields (SECL), Northern Coalfields (NCL), Mahanadi Coalfields (MCL) and Bharat Coking Coal (BCCL), along with CMPDI and North Eastern Coalfields. Requirements include mining services such as overburden removal and coal transport, heavy earth-moving machinery hire, civil and electrical works, and spares and consumables. If you are bidding in a specific coalfield, check that subsidiary's own listing as well as the parent's.
Under the Public Procurement Policy for MSEs, 2012, central public sector enterprises including Coal India and its subsidiaries are expected to source at least 25% of annual procurement from Micro and Small Enterprises, with sub-targets of 4% for SC/ST-owned and 3% for women-owned MSEs. Udyam-registered MSEs are generally exempt from earnest money on eligible tenders. Upload the Udyam certificate with the technical bid.
